Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new 28-point plan for resolving the conflict appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of opposing developments captured the grim essence of the outgoing year. By day, negotiation efforts are waged: optimistic declarations are delivered from multiple capitals. Significant resources is devoted on containing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the key method for achieving "settlement".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor projectile deployments from Russian territory, a ability enabled by up-to-date information. From witness perspectives, defense planes that had been dispatched to counter approaching guided weapons streaked across the sky – modern combat jets supplied to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems activated: defensive missiles targeted at a incoming threat. This was a modern interception technology at work, most likely supplied through Western nations. Every firing creates sudden vibrations, rattling buildings. The brief panic quickly gives way to grim resignation: maybe the incoming missile won't cause damage this time, preventing destruction from catastrophe and additional electricity failures.
Persistent Threats
Following this, a large-caliber weapon engaged a aerial vehicle close by, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the bullets missed the hostile drone – it continued its flight toward its target.
Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: seven people killed, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on Western support – a reliance that regional partners are demonstrably unable to substitute in the near term.
Unsuccessful Negotiations
The 28-point plan from Washington generated strong feelings, discussion and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new approach from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually win the battle. This pattern will, no doubt, persist.
Political Considerations
It is convenient to criticize specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership functions according to a principle well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is impossible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, Washington does little to deter Moscow, through words or deeds, from thinking that the status quo will not evolve additionally in its advantage in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are nearing depletion. Their reason to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but preventing a total frontline collapse until situations evolve in its advantage.
Current Realities
Factually, there are no genuine requirements for a truce. Now, subjective factors are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their mission will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a mere seven days to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all did their job.
While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, mainly require ongoing international assistance.
